In N. America, the USGS makes much of its data available for free. And
yet, US topographical maps are well below the standard of the Ordnance

It may also be a factor that the OS started mapping the UK 100 years
before a smilar effort was started in the US. The precursor to the OS
were the military map makers of the British Empire, who made a pretty
good job of mapping India, despite its size. Chap called George
Everest was rather interested in the problems of locating distant
mountain peaks to high precision...
