I think the question to ask is
"Can you access a GeoSatellite in orbit and retrieve USEFUL information
concerning the status and geographical location of any given GPS
receiver its tracking?"
... or better yet...
"Is there a way to intercept USEFUL data between a GPS receiver and a
GeoSat?"
It seems to me that the answer must be yes, because the United States
Air Force uses GPS tracking to monitor long range, priority flights
from the comfort of American soil.
