Are you willing/able to write your own database-driven application?
If so, the Drupal project has a location module which contains a database table for zipcodes as well as data for US and Germany...
Download and unpack this, then look within the database folder...

I'm looking for a web page that will give me a zip code from a latitude and longitude. Would be better if it was a wap page. I'd like to be able to find out what zip code I am in from my mobile phone. It has GPS. Is there a better group to ask this question in?.
