OK, so your conecern is that they may want to turn SA back on, or
perhaps some day replace the whole system with a new and incompatible
technology? That's extremely unlikely, for domestic political
reasons. So many private citizens and transportation companies use
GPS in the USA that congress would never allow it. They're
particularly sensitive to that kind of thing because of the transition
from NTSC to ATSC television. No politician wants to be labeled the
guy who broke everybody's TV set, or everybody's GPS.

Of course you're welcome to spend your money as you choose. But
building a duplicate GPS satellite fleet does look a lot like Imelda
buying more shoes. ;-)
