Absolutely right. In fact I didn't say they do: Truck drivers get
lured by a combination of many factors, among which the GPS receiver
itself plays a very minor role.

The truck driver in this case was Dutch, and probably has never before
encountered such roads. I bet he couldn't have imagined them in his
worst dreams before now. Which still doesn't excuse him from applying
common sense and finding out about road conditions of course. (It is
also quite common, BTW, for foreign trucks to come here in winter with
a set of badly worn summer tires and no chains. The thought of forty
tons of truck barreling down the icy highway on such wheels is enough
to give me the jitters.)

In Western Europa all highways with longer slopes in them
are closed to trucks as soon as there is any serious snowfall,

I don't know what you would consider Western Europe?
But your statement is definitely not true for Switzerland and neighbouring
countries connected by mountain passes.
Most of the time truck drivers are required to make there own informed
decisions about drivability of certain roads and most of them do a decent
job on it, with few exceptions.
