Is it possible to use the words low cost and TAWS in the same sentence? People who talk about boats being a hole in the water to throw money in would be surprised about how much money can be thrown into a hole in the air.

You are right. Ofcourse I don't expect a real certified TAWS inside a GPSMAP 296, but it just would be nice to have an additional voice warning. They may call it different to be on the safe side from a legal point of view.
