New pricing policy for Garmin maps?

I have two iQue 3600s. Been using them for over four years.
I just got the DVD with the City Navigator 2008 upgrade.
I called Garmin with some questions about unlocking. The tech guy told me that
you now need a separate unlock code for each GPS. That's $150 for an upgrade to
my two IQs.
Used to be that each unlock would work with two units. The guy said that had
changed in May.
What gives?
