The 'lottery' answer seems plausible... In this review,
note that I'm seeing the two sats at the same time but on
different receivers:

I'm thinking Garmin has decided one WAAS sat is enough, thus
freeing up a slot for a better-positioned Sat...???


It is not Garmin's decision but rather SiRF.
