You do not mean r.m.s then. You mean better than 15 m 95% of the time over
30 days. "r.m.s." is a different error statistic than 95% of the time (for
2D it corresponds to about 63%).
By the way, the spec of 15 m 95% of the time over 30 days, being a spec, is
pessimistic. The accuracy will generally be significantly better.
Regarding the origninal posters post--it sounds like to me that he may have
a communication problem with the GPS or some other problem.
