There is a COM Api available for google earth, but I don't think that is
the most convenient way of creating a topo map for your GPS.

I read the world-wide dem info as 30 arc-seconds, which (I believe?)
it explains as a distance much greater than 30m - half a km or a km or
something.

If we're talking NASA SRTM DEM data then the non-USA stuff is 3 arc seconds, which is just about 90m (worst case .. rather less East/West as you get away from the equator). USA data is 1 arc second.
