I've found things like GPSTK, but most of these tools and other services I've found only do dual
frequency data.

That's what opus was built for.
http://www.ngs.noaa.gov/CORS/utilities2/
They reference your data to the 3 closest CORs stations though - so if
you're not too close to those, the answers may be suspect.
