Difference 15m between Census 2008 TIGER/Line® Shapefiles and Google Earth

Thank you for 2008 TIGER shape files Link http://www.census.gov/geo/www/tiger/

I have visited that link and download shape file of
Alabama - Etowah County - Gadsden City - (Gadsden Community college -
my school)

Map Unit = Degrees 16 North
Lon or X = -85.988831970
Lat or Y = 33.993027389
Scale = 1 : 2,500

I have got a Difference 15m between Census 2008 TIGER/Line® Shapefiles
and Google Earth in some area
