I don't recall seeing a specific declaration...so is the new launch for IIR-M(20) getting PRN 5 and this notice is to "clear the decks" or is the new bird going to be PRN 1? There are unofficial notes saying there's "some kind of issue" (AEP or UE) with a full 32-bird constellation. Anyone with specifics?
