indicates that the L5 demonstration payload will be transmitting in
data-less mode... which I assume means that the spreading and overlay
modulations will be applied; I don't know if the data modulation will
be applied without valid data, or if the data modulation will just be
left off.
Additionally, the description of the payload integration indicates
isolation from the primary navigation payload, which leaves open the
possibility that the L5 signal won't be traceable to the navigation
oscillator and thus may not be usable for code or carrier phase
tracking regardless of the data content...
I haven't seen anything more descriptive or recent than the above
memorandum, so grain of salt...
