Thanks; yes, that gives me some confidence that I have understood it correctly.
I'm a bit surprised that this issue (i.e. that the USGS maps show a displacement that works if you use Lat/Lng but doesn't work for UTM) is not a well-known issue: I would have expected Google to find lots of people complaining that their GPS is "broken", and being corrected.
