If it's could help i can send to you source file of lib which use
vfw,Directshow, virtualDub and other tools to read ans write several video
format, but it's in visual C++ 6 project and i have not code to do MPEG
encoding.

if you are interested contact me directly and i will begin by sharing my
video_converter.exe command line tools....

video_converter In Dest N S E [/C] [F]
N : Nb of frame to convert
S : Number of frame at which begin conversion
E : Number of frame at which end conversion
[/C] : Optionnal to active video compression(only on .avi)
[F] : Optionnal to make F frame copy of each frame
supported input type : cst/yuv/ppm/pgm/bmp/qnt/yuv10/fal/m2v/mpg/wmv/avi
supported ouput type : cst/yuv/ppm/pgm/bmp/qnt/yuv10/fal/avi
