Looking for monochrome thumbnail algorithm

I've got some monochrome images (approx 1300x700) and I'd like to create
small thumbnails (approx 130x50). I could use some naive approach like
averaging and thresholding 10x10 neighborhoods but since the images are
"graphic" in nature and may contain text the thumbnails end up looking
"chunky" and overly black.
I'm thinking that some non-linear approach that includes skeletonization
and/or edge-detection to locate "interesting" parts of the image. The
interesting pixels could then be mapped into the smaller image.
Does anyone know of literature for such an approach? I googled but can't
seem to find relevant hits.
