Find library that support 2Dfft and convolutions

I would like to implement fast bilateral filter for the display of high
dynamic range image.
Then I need a fast convolution in frequency domain by fft.
I find them in google,but they are either commertial or for Unix only.
I need such library which can be used in visual c++.net.
Could anyone help me?
