Hear, hear. However, that presumes some usable knowledge from Human Resources (or whatever title they adopted) departments. Sadly, some HR departments seem to be lacking in (attracting) knowledge themselves ....
Nevertheless, you are right, knowledge/intellect is not the same as grades.
