That wolud be especially useful to blur special regions of an image, put speed riffles or change quite a lot of things that should not apply to the whole image or to the whole shape.

Which software could do that?:

Photoshop does:
in the lower part of the main toolbox you have a button that toggles quick mask. Activate it and then draw an area selection (draw your desired shape) with the laso tool or any other selection tool. Then pick the gradient fill tool and apply a foreground to transparent fill by dragging across the area wich should show a red gradient.
Toggle now the quick mask and your red gradient becomes now a progressive selection.
Choose whatever filter and have what you wanted.
