No, I tried several times and it was just a mess - nothing
recognizable. I suspect that the untwirling is very sensitive to
circle center location and radius. When I first did it in Photoshop,
I just left the ROI in the exact same place, so it was able to do a
very good job de-screwing the image. With an arbitrary photo you're
just guessing. I guess I guessed wrong and it wasn't able to
restore. I imagine you'd have to iterate trying all reasonable
locations for the center of the circle and radius of the circle and
see which one looks best. Even after that, it may need some manual
artistic retouching.

Those are also the findings of other people I spoke to, but, given the
twirl algorithm, a programmer could easily write a program to find the
selection area by trial and error. Adobe has a history of cooperating
with the proverbial man, e.g., installing safeguards against printing
counterfit money, so maybe Adobe gave the twirl algorithm to the
police.
