Why have you got "v1" at the end of the URL? The "1C" option means you
want to go to the Word Lookup function with the #1 dictionary selected
(edict). but there is no valid "v1" add-on.

That means you asked for a list of entries with words starting with "to",
and which also contained the letters "be".

The main thing you did wrong was not to read the documentation. The
section at http://www.csse.monash.edu.au/~jwb/wwwjdicinf.html#opins_tag
is appropriate here, especially the subsection headed:
"Searching for English Words". A key sentence is "Note that words of only
one or two letters cannot be used as keys."
In general you can look up verbs by (a) omitting the "to" from the
key, and (b) setting the "exact match" option, which among other things
ignores leading "to " sequences.
As suggested, you can try the romaji or kana keys: iru, aru, gozaru, etc.
Most of them won't result in conjugation tables as they are too irregular
for me to bother with.
