帰国 can mean "return", but usually only in the sense of returning to one's
country, i.e. "repatriation". So 帰る is a general term for "to go back
home", 帰国 is "repatriation", and 帰国する is "to do repatriation" or "to
repatriate". Adding する to the end of nouns is a very, very common way to
form verbs in Japanese.
