Nope. It's a bit more advanced than Virginia...
When I left Japan in '98 (and prices probably haven't changed all that much)
we (my wife and I) had a 3DK along the Toyoko line in Kawasaki, about 30-45
minutes out from Tokyo (or about 30 minutes from Yokohama) and it was
170,000/month. And, since we kept pretty good records of this stuff, I can
tell you that the average monthly electric bill for the last year we were
there was 8,448, the average monthly gas bill was 4,683 and the average
monthly water bill was 4,262. Not sure about internet or cable.

Actucally, the truck was in Yamaguchi, not Virginia.
In Virginia, we don't do shit.
1 yen = $0.00894559
¥170,000 = $1,520 rent
¥8,448 = $76 denki
¥4,683 = $42 gas
¥4,262 = $38 water
Yes, I forgot about gas.
The rent is about double what would be reasonable, which is
about what I expected. The low electric bill is picked up
by the gas bill.
