Font sizes/CSS and character codings should be totally unrelated, except
that you probably have your browser configured to go to a particular
default font set when the language is "...". You'd probably get the same
result for Shift_JIS, EUC-JP and ISO-2022-JP, as the browser probably
goes for the Japanese selection for all of them.
What browser is causing the problem? What fonts does your OS
have installed?
