All of the above applications are now unicode compatible. Vim is
thoroughly so, I think even moreso than emacs. I havent used tin myself,
but if their manpage in any indication the latest version should
support anything in iconv. For a terminal you'd have to use xterm
gnome-terminal or another recent termem. For a locale you'd have to
use en_CA.UTF-8, ja_JP.UTF-8, or something of that nature, necessitating
a recent distro so things such as less and man will work. When stranded
in windows land, you can use putty. It has quite good utf-8 support.
I do most things in a terminal, but news is not one of them. I'd be
interested to hear how it goes for you though. (because terminal emu's
generally only use one font at a time, I cant see both Vietnamese
and Japanese characters without changing fonts :(
