I dont know who exactly designed the markup, but its highly likely
that that is the case.

The markup needed to specify 縦書き doesnt take up any more space
than LRTB 横書き. I dont think bandwidth would be a concern
regardless, because images and binaries dominate bandwidth
consupmtion and text is a relatively small portion. In addition,
text compresses very well, so automatic HTTP compression, which is
supported by all browsers, makes text an even smaller
component of bandwidth usage, for web browsing at least...
