It's called gaijin-learning-kanji style.

Seriously though, are you by chance asking about kanbun: text that is
actually Chinese with Japanese readings superimposed on the text? That's a
little different from simple overuse of kanji, but the fact that you suggest
there is a name for it implies that it is an acceptable style of writing
Japanese (which overuse of kanji generally is not.)

BTW, another attorney and I recently submitted an article to be published in
a Japanese law journal. I was a bit surprised that the editor de-kanjified
all of our mottomos and oyobis, but then in one of his e-mail
correspondences he wrote 有難う瘢雹ございます。 Go figure...
