While I understand your enthusiasm, you honestly don't have a chance at reading authentic material (particularly manga) if you don't know even basics like the past tense of a verb.
Well, now he knows that, doesn't he? So he's independently learnt at least two things, how to read a small "tsu" and the basics of forming past tenses of verbs. He's also had some practice using dictionaries and inputting Japanese in the computer. Clearly, trying to read that manga had at least that much positive educational effect. If I was his Japanese teacher, I'd be glad to see him using his own initiative and trying to get to grips with some authentic reading material. His question posts also gave the people here something to chew on.
You have to be patient; it's going to take a few years.
It might take him less time to learn if he keeps on showing the same enthusiasm as he's doing now.
Again, my advice to Bob is to keep at it. In learning languages, persistence pays.
