Yes, at least according to the Koujien. They have a verb 仕ふ
(tsukau), and the beginning of the definition for 使う says 「仕ふ」の
他動詞形.
>和える / 合う
This one isn't so clear but I would think so. Koujien lists an 和ふ
verb, and the meaning of 和える does seem to relate in some way to
合う.
It may be an archaic relation; the Koujien lists a verb 合ふ (in a
separate entry from 合う) which means mix, combine, or agree.
