Anyway, who on earth says "PAIR-is" for Paris?
Anyone who is a native speaker of English.
Strange, all the native speakers of English I know of say "pa-ris" with the "a" vowel from "cat", not "pair-is".
I tried saying it that way. I think I sounded like my American brother-in-law in the state of Washington. I would expect that pronunciation from the same people who pronounce "house" as if they were cats in heat. I.e. a lot of them folks from south of the border. No criticism of their dialect implied. Just a reminder that there are a number of varieties of English, something like a zillion or so, give or take a jillion.
