I don't want to, I'm currently about to start reading a whole load of books
about MySQL, php, html, and css.

Funny. I'm reading books on MySQL too. I'm inching towards a goal of putting the whole JMdict/EDICT master file online and opening it up to a form of moderated update. I still don't know whether to do it via a handmade CGI driving a MySQL database, or seeing if I can modify something like Twiki.

I don't know anything about it so I can't make any suggestions. The web service I'm using said they have MySQL and PHP so I decided to use those. PHP looks cute. I ordered the following books from Amazon (I don't have a university library like you):

a.. 1 of: HTML & XHTML: The Definitive Guide, Fifth Edition
a.. 1 of: Cascading Style Sheets: The Definitive Guide, 2nd Edition
a.. 1 of: MySQL (3rd Edition) (Developer's Library)
a.. 1 of: Web Database Applications with PHP & MySQL, 2nd Edition

It used to be that amazon.co.jp was the same price as amazon.com, but it's now much more expensive and also the delivery time is slower. It's quicker (I ordered yesterday and they're already in the pipeline) and cheaper (30% or so) to have the books sent from the US than to have them sent from Amazon in Japan or the UK.

My intention is to put those old book reviews into some kind of database. I want to have some easy way for people to add stuff online. I'd also like to make some tables myself for the "symbol" etc. pages.
