I think he is asking about the availability of a rarely found type of Japanese/English audio program in a highly non-standard not-widely-used file format.

Not that non-standard, and usage is growing; it's quite popular these days.

The difference between a podcast and streaming audio is that a podcast isn't streaming; it's downloaded (Mp3) and played back on an iPod (thus Pod cast; any Mp3 player, of course, will work).
