First, people in Kansai dosen't use it. Insterad, they say てまう。
Excluding the region south-west from Kansai, probably about the half
of Japanese do not live where ちまう is used?

Then in kanto, there is ちゃう form, I suspect it coming from Yokohama (?)
At least famous じゃん for ではないか seems coming from Yokohama region,
and I think ちゃう for ちまう seems me a similar phonetical transformation.
(ちゃう in Kansai is from ちがう）

ちまう is still used, (1) in Shitamachi dialect in Tokyo (Edo-ben),
(2) in subculture (3) (as B.Ito wrote,) with nuance of "yabai",
a connotation of "(slightly) bad guy" or "bad guy like" fashion.

Probably the best fit is a guy with black leather jacket and pants,
with Regent hair...
(黒の皮ジャンにリーゼントのあんちゃんが「やっちゃった」なんて言ったら
様にならない…　やっぱり　「…ちまったゼ」といわなきゃきまらないゼ)

BTW, I didn't know that it's written Regent and comes from Regent Street
in London...
