When creating something like this, the object has to be as specific as
possible. The concept here is to create an aid to learning kanji, not
expanding vocabulary, so it doesn't really matter if the words are
common or not. In fact, strange words might actually be better, as they
would be easier to learn. For instance, the only word on my original
list that I remember is 花柳界, since that was the only word I could
find (in my sources) that used the onyomi for 柳. It's an
old-fashioned word meaning "red-light district," so it's obviously not
at the top of any frequency lists. It's still perfectly acceptable
within this context, though. In fact, I think 濫 is one of the joyo
kanji, and the only time it's commonly (relatively speaking) used _not_
interchangeably with 乱 is in 氾濫. So you can see that the nature
of the characters would dictate some strange vocab.
