How many subjects are allowed?

Suppose one'd like to express:
"I like the times when it's raining."
and puts it as follows:
私は雨が降っているの時 が/は 好きです。

Which is correct? On one hand i know it's supposed to
be が but that would give us two subjects. Is that OK?
