Agreed that "putting copyrightable material on the Internet" would not generally be interpretted to include restricted and secure access. Are you saying that 公衆送信権's are or are not involved in that case?
and "on the Internet" is a pretty wooly term in itself. In fact, the material I am reading on copyright issues says -- oops, can't copy the text because of copyright issues; but to translate and summarise, forwarding materials to a mailing list consisting of lots of people (多数の人) can be classed as public transmission, but how many is 多数? Is it being googleable (or baiduable??) the test?
I think "putting copyrightable material on the Internet" is put forward as _an_ example not as _the_ example. Thus whether mass mail-shots
are included or not and how 'mass' they have to be isn't really relevant to the question of whether "putting copyrightable material on the Internet" is a good example or not.

Interpretting that we might have 公衆送信権 【こうしゅうそうしんけん】 (n) public transmission rights - includes
broadcast rights, cable broadcast rights and 'potential' transmission rights (leaving on the Internet so as to make transmission possible)
