It could be either Chinese or Japanese... or even Korean. It's just a
seal with 漢字 - be it Hanzi or Kanji or Hanja. Might even be Chu Nom.

As a seal, it's probably a name - perhaps the owner, or the manufacturer.

The up-down orientation appears to be correct. But I can't make out any
characters... flipping it horizontally seems to make it slightly more
legible, but I still can't read it.

Perhaps it isn't an impression of a seal, rather, the statuette is a
seal itself.
