I don't think that is quite right.
if that is indeed true,
EDICT is _suited_ more for use as J->E dictionary than E->J but it is (ASUI) _intended_ for use in both directions. Indeed Jim has mentioned actions taken deliberately in order to improve its usefulness
as an E->J resource.
