That's all very well but a) There's all question and no answer for those sections
b) It doesn't answer _how_ to ensure that, which is entirely non-obvious and un-intuitive in OE.

I instead suggest the OP trys ...
Tools -> Options -> Send -> News Sending Format -> (o) Plain Text -> Plain Text Settings -> (o) Mime -> Encode using [None] .
