Correct. With JIS213 being a national standard, it's normal that its
contents get rolled into ISO10646/Unicode. I think about 25 kanji in
JIS213 were not already in Unicode at that time.

Unicode does not "use" fonts. You see whatever font you choose
to use. (A persistent myth in Japan about Unicode is that it "uses"
Chinese-looking fonts.)

Again, fonts have nothing to do with codepages either. Codepages
are (simply) Microsoft's way of implementing different codesets.
Codepage 932 implements Shift_JIS, so extending it to include
the additional JIS213 kanji is expected.
