旧仮名遣い was made by a 国学者 or 国学者s in Edo era. 国学者
were scholars who studied old Japanese literatures like 古事記
and promoted nationalistic views in Japan. IIUC, in 旧仮名遣い
words are spelt in what is supposed to be spelt in the time
when these literatures were written. 旧仮名遣い was adopted by
Meiji government formally, but it seems more phonetic 仮名遣い
had been more popular until then. I don't know how 歴史的仮名
遣い is scientifically or logically correct or reliable.
