Maybe, I should have put one extra word "there" like "every person *there*
without (an) exception" only to cover the specific group of people. 

Meanwhile, I think that what the 「もろびとこぞりて」 example you
provided is supposed to translate should mean "everyone there and
everywhere, then and forever."
