A friend who is studying Japanese asked me this question, and I am a
loss as to what to tell him. The sentence is

"Nihongo no bunpou niwa fukuzatukaiki na tokoro ga ooi kara totemo
muzukashii desu."

There is no particular context. To me, a non-native speaker, using the
"niwa" rather than just "ni" seems preferable, but why? And what does
the "wa" add or change?

It seems I have started an interesting thread. Unfortunately my favorite
newsreader, Xnews, doesn't read Japanese. I just talked with my ISP,
Comcast, about setting up Outlook Express as a newsreader, (just for
groups in which Japanese appears). I've now set up OE for this, but I'll
have to wait 24 hours to actually start downloading sci.lang.japan. In
the meantime, I'd like some suggestions for another, Japanese competent
newsreader. Years ago I used OE for newsgroups, and found it constantly
annoying.

Any suggestions?
