A google search brings up plenty of pages, but none contain
kana or romaji for it.

It certainly does.
But I've done pretty well so far.
Management won't allow me to add funny stuff like JIS (or other such
code) readers to my work PC.
Unless you are using Windows 9x, there's no reason why you wouldn't be
able to decode Japanese (or for that matter, most kinds of) text. The
question is displaying the text...
