I don't have JIS character reading on this PC.
This might inhibit your search for kana readings.

It certainly does.
But I've done pretty well so far.
Management won't allow me to add funny stuff like JIS (or other such
code) readers to my work PC.

Unless you are using Windows 9x, there's no reason why you wouldn't be
able to decode Japanese (or for that matter, most kinds of) text. The
question is displaying the text...
