You can, approximately. I haven't looked into whether you can change
the visual interface (e.g. start -> スタート).
What exactly does someone buying just the default XP in Japan get?
He (presumably) gets something that will run RPG School without mojibake. :-P
That sort of program that just won't display Japanese properly even with
'non-unicode programs use [Japanese]' set is rare but they do exist.
