It is not a substitute for rikaichan, but a supplement that can also be used with other languages. It also has the advantage of working with short phrases in addition to single words.
The extension tries to autodetect the language of the text you have defined, but if you are looking at a page that is mainly in English but contains Japanese text samples, it will fail. In that case you can set the translation source and target languages manually and then try again.
