Both of these seem to be cases of omitted ならないs.
Certainly the first is but I don't see how the second can
be viewed that way.

It's very clear that one of the following phrases is abbreviated.
(、、、、、ねば (.ねばならない、なりません、だめよ、承知しないよ、等))
君に行ってもらわねば(ならないので、君が行かないなんて(そんな事は))承知しない。
To make the sentence have a sense, you have to put so many
words and phrases. Therefore this is not a matter of abbreviation.
