そう言われれば、そうですね。

確かに、この場合の省略部分は「、、、、と言って、、、、する。」
ですね。

「金が無くなったら友達は皆去ったと、嘆く。」の場合は、省略なんぞ無しで
しょう。「嘆く」に 「言う」の意味が入っていると思っていいでしょう。

「、、、、、として、、、、、、する。」の場合はこの「する」の動詞の
内容によるのかなぁ。　この種の省略は小泉首相の口癖のように
感じていいるのですが、いい例文が思いだせません。

「金が無くなったら友達は皆去ったと、嘆く。」

「金が無くなったら友達は皆去ったと、隠遁生活にはいる。」
これでは、また「、、、、と言って、隠遁生活にはいる。」　でしょうかな。

「言って」をおとしても日本語ならば、わたしの造ろうとしていたような例にな
りますね。

I think み is only bad.

bad, but I don't think one needs to go to 文語 to find good examples.
Martin (_A reference grammar of Japanese_, p. 1017) notes that "The
particle to [...] can occur at the end of a phrase as if an abbreviation
of ... to omotte [...] or ... to itte [...], followed by a predicate
that usually expresses action," but the DG doesn't give one single example.

I know they exist, because I used to have to explain to my students what
was going on.

I composed some examples thinking about the contexts and syntaxts.

「金が無くなったら友達は皆去ったと（言って、　ｘ　として）、嘆く。」
「金が無くなったら友達は皆去ったと（言って、　として）、隠遁生活にはいる。」
「金が無くなったら友達は皆去ったと（言って、　として）、隠遁生活に甘んじている。」

「金が無くなったら友達は皆去ったと（として、　ｘ　と言って）、隠遁生活を強いられている。」


「デフレが強まる（と言って、　として）、、、、、、何々政策を維持する。」
「デフレが強まった（と言って、　として）、、、、、何々政策に力をいれかけている。」

「デフレが強まったら強まった（として、　ｘ　と言って）、、、、、、何々政策を考えればいい。」
