How to change OE so the coding is right automatically



Once, i got this hint from Paul Blay (i think it was him)
where he explained how to set up OE so Japanese
coding comes up by default, so ?? doesn't happen.

I have Google the net for it but i can't find it. I'm sure
it is there since i read it once but, perhaps due to a
stress or need (Murphys law, i guess) i just can't
locate it. Help?
